Home EV Charging: Planning Changes in England

Effective date: 21 October 2026
Applies to: England

Households without off-street parking will be able to install a home EV charger without a separate planning application, provided the installation meets the applicable planning conditions. These include limits on charger dimensions and positioning, with exclusions for protected locations.

Where the cable crosses a pavement, it must use an embedded channel installed or authorised by the local highway authority.

Important: Highway authority permission is still required for the channel. The exemption does not allow loose cables across the pavement or reserve a parking space outside the home.

Changes to Road Works Permitting

Effective date: 10 April 2026
Applies to: England

CPOs in England can use street works permits instead of Section 50 licences for eligible public charging works. Applications go through Street Manager, simplifying procedures and reducing delays. Planning permission, where required, remains separate.

More Space for Charging Equipment in Commercial Car Parks

Effective date: 21 October 2026
Applies to: England

Updated permitted development rules will allow multiple equipment housings in qualifying non-residential car parks, with a combined volume of up to 45m³, increased from 29m³. This provides more flexibility for the supporting equipment needed by larger charging installations.

Height, siting and other restrictions still apply. Equipment housing exceeding 29m³ in certain protected areas may also require prior approval.

Official legislation

Existing Requirements Still Apply

These changes simplify planning and permitting, but do not replace electrical safety, installation or grid connection requirements. Public charging operators must also meet the applicable payment, reliability and open-data obligations under the Public Charge Point Regulations 2023. These are existing requirements, not new rules introduced in 2026.

Planning Your Charging Project

When selecting charging equipment, consider its dimensions, installation position, available electrical capacity and operating requirements—not just charging power. Explore XYDF’s EV charging products for UK to compare options, or contact our team to discuss equipment selection for your project.
